The official website of the Lung Yingtai Cultural Foundation (hereinafter referred to as “the Website”) requests that you review the following provisions regarding our privacy protection policy. The purpose of the Website’s information collection is to promote the Foundation’s operations and initiatives and to enhance the quality of service provided to our doners. The Scope of the Privacy Protection Policy

The content of this Privacy Policy outlines how the Website handles the personally identifiable information collected while you use the services provided by the Website. The Privacy Policy does not apply to relevant linked websites outside of the Website, nor does is it apply to personnel who are not commissioned or involved in the management of the Website. 

Information that Shall be Notified to the Users Under the Personal Information Protection Act

Purposes of Collection: The collection, processing, and utilization of personal data are for the provision of relevant services, marketing, membership management, and other collaborative marketing and promotional activities with third parties associated with “the Website.”

Information Collected: This may include name, address, phone number, email address, age, gender, date of birth, or any other direct or indirect user identification data or contact information that is necessary for events or services relevant to “the Website.”

  • The time period of which the personal data is used: During the operational period of the Foundation.

  • Methods for exercising data subject’s rights with regards to their personal data: Pursuant to Article 3 of the Personal Data Protection Act, you have the right to make an inquiry of and to review your personal data; request a copy of your personal data; supplement or correct your personal data; demand the cessation of the collection, processing or use of your personal data; and erase your personal data.

To exercise the aforementioned rights, you may send an email to info@civictaipei.org. Upon receiving your request, the Foundation will process it accordingly. However, transaction data necessary for the Website’s operational and business purposes, as well as data mandated by relevant laws and regulations for record-keeping purposes, are exempt from this provision.

Methods of Collection, Processing, and Utilization of Personal Data

When you visit the Website or utilize its features and services, we may request necessary personal data based on the nature of the activity or service. In principle, your personal data will be processed and utilized within the scope of the specific purpose. Unless otherwise agreed upon in writing by you or mandated by law, the Website will not provide, exchange, lend, or sell any of your personal data to other individuals, groups, private enterprises, or public authorities, nor will it utilize personal data for other purposes.

Article 20 and Article 6 of the Personal Data Protection Act stipulate that non-governmental organizations shall only use personal data within the necessary scope of the specific purpose for which it was collected, except for data specified under Article 6, Paragraph 1. However, “utilization beyond the specific purpose is permissible” under the following circumstances.

When you use interactive features such as our contact email, electronic newsletter, and surveys on the Website, we will retain the information provided by you, including your name, email address, contact information, and the time of usage.

During general browsing, our server will automatically record pertinent activities, such as the IP address of your device, session duration, browser type, and browsing, and clicking information to improve our website services. This record is strictly for internal use only and will not be disclosed externally.

To provide accurate services, we will perform statistical analysis on the collected survey content. The resulting statistical data or explanatory text from this analysis will be utilized for internal research purposes. We may also choose to publish the statistical data and explanatory text as deemed necessary, while ensuring that specific personal data remains undisclosed.

The donation page has SSL data transmission encryption technology. Hence, any data that you provide (e.g., names, credit card information, and transaction data) will undergo encryption before transmission. This measure is implemented to prevent unauthorized access, interception, or modification of data by malicious entities.

Processing and Use of Donor Information

Data collected from donors for donations will be stored in the Foundation’s donation system database for donor information management purposes. This includes maintaining donor contact and donation records, providing necessary information to financial institutions during payment authorization to complete transactions, sending donation receipts, contacting donors regarding donation-related matters, offering information to the National Taxation Bureau for donors’ annual income tax declaration, and publishing the full name of the receipt holder on the Website for credit reference purposes (with the donor’s consent).

When you choose to pay through methods such as online credit card payment or third-party payment, you are providing payment data directly to entities such as banks and third-party payment processors. We do not receive your complete financial account or credit card information.

Data Protection

The servers hosting the Website are equipped with firewalls, antivirus systems, and other relevant information security software and hardware, along with necessary security measures, to safeguard both the Website and your personal data. Stringent protection measures are enforced, with access to your personal data restricted to authorized personnel only. These personnel have signed confidentiality agreements, and any breach of confidentiality obligations will result in relevant legal consequences. In cases where outsourcing services to other entities are necessary for business operations, the Website will enforce strict compliance with confidentiality obligations and implement necessary inspection procedures to ensure adherence.

Article 27, Paragraph 1 of the Personal Data Protection Act: “Non-government agencies in possession of personal data files shall implement proper security measures to prevent the personal data from being stolen, altered, damaged, destroyed or disclosed.”  (Currently, Paragraphs 2 and 3 of Article 27 stipulate, “The central government authorities in charge of the industries concerned may designate and order certain non-government agencies to establish a security and maintenance plan for the protection of personal data files and rules on disposing personal data following a business termination.” It does not specifically stipulate how public welfare groups or foundations should process data processing. Hence, the Foundation must adhere to the provisions of Paragraph 1.)
