No Babies – What Went Wrong?

Is the population problem really a ‘National Security Threat’? Low fertility in Taiwan, and elsewhere in Asia, is the symptom of other problems in society rather than the problem in itself. Instead of pushing individuals to have more babies, how can we design the right policies for a more sustainable population development?
